The National Environmental Policy Act (NEPA) requires federal agencies like the BLM to assess and disclose potential effects of proposed actions and alternatives on people and the environment, as well as possible mitigation measures, prior to making decisions on projects like Gateway West. NEPA also requires public review and comment on the proposed action and the associated environmental analysis. The BLM will use analysis presented in NEPA documents to assist in making a decision on whether to grant ROWs for segments 8 and 9 of Gateway West. The schedule to the right shows the key milestones of the NEPA process for this project.
The BLM published the Final Environmental Impact Statement (EIS) for this project in April 2013, and a Record of Decision (ROD) in November 2013. New information relating to segments 8 and 9 which became available since the Final EIS and ROD were published is evaluated in the Draft Supplemental EIS published on March 11, 2016.
Scoping for the Supplemental EIS occurred in September and October 2014 to help develop the range of alternatives to be and identify resources and issues that be analyzed.
Public comment on the Draft Supplemental EIS will be open through June 9, 2016. The BLM will review and respond to all substantive comments on the Draft Supplemental EIS in the Final Supplemental EIS, which the BLM plans to release by the end of the year.
